New EU Measures in the Global AI Innovation Race

Europe has set its ambitions high, aiming to become a global leader in AI. In light of this, the EU Commission announced today that they have launched an AI Continent Action Plan. What does this mean exactly?

1. Large-scale AI data and computing infrastructure will be built. A network of 13 AI Factories is already being deployed to support EU AI startups, industry and researchers in developing AI models and applications.

2. AI Gigafactories will be introduced - large-scale facilities equipped with approximately 100,000 state-of-the-art AI chips, four times more than current AI factories.

3. Through InvestAI, the EU plans to mobilise €20 billion investment to finance the AI Gigafactories.

4. The Commission will also propose a Cloud and AI Development Act to stimulate private sector investment in cloud capacity and data centres.

5. Data Labs will be launched, curating large, high-quality data volumes from different sources in AI Factories.

6. Legal, highly-skilled migrants will be invited to help facilitate AI implementation through AI fellowships and the AI Skills Academy.

7. The AI Act Service Desk will be launched to help businesses comply with the AI Act. It will serve as the central point of contact and hub for information and guidance.

What can you do now?

The Commission opens today two public consultations, running until 4 June 2025, to further shape these AI Continent Action Plan initiatives. These are open to: data centre operators, cloud and edge service providers, AI developers and providers, business users of cloud and AI services, public administrations, financial institutions and investors, consumer organisations, academia, business associations and citizens.
